Telkom Service Pathetic!!!

I have a 4MB connection that i pay every month. We all also know that the Internet rates in this country is most probably the highest in the world. My connection has gone bad since a few months ago. I have laid a few complaints and faults at the call center. I always get the sms saying the problem has been restored but never has been fixed. I have come to realize that there is no fault on my line but the problem with Telkom. There whole service is congested and cannot handle the amount of customers and Internet lines they have. I think i should get refunded for not getting what i am paying for, also I expect immediate response. I do not think that service this bad should be allowed by anyone.
