Prepaid data micro sim unable to use or to get act

Got brand new prepaid data micro sim with R49 100m for my ipad. Was told that it willactivate in 24 hours. Had to go back to shop that sold it to me and they said I must go to vodacom somerset as they do not know how to help. Been there twice already and still not able to use it
