What does it take to activate a Micro SIM card

I purchased an IPad four weeks ago. I purchased a micro SIM card from Vodacom together with a data bundle (prepaid). This card has never worked. I have been into the branch to get the problem resolved, but to no avail, the card has been activated. Eventually the sales person put in his own SIM card and it worked. It was then established that my SIM card was faulty. I did a sim swop today and was told to wait four hours before inserting the SIM card into the IPad. I waited five hours and guess what... It does not work. What now. I am at my wits end.
