Bad coverage and signal

I am in the center of Bloemfontein. i have sent mails to the coverage guys and complained about the quality of the signal where i have no data moving as its to slow or busy. They always say get back to you and that's it. i can not open web pages as the day goes on as its to slow and i get errors and time out as the things can not be sent or opened. The modem software shows 3G and HSDPA and sometimes does go over the 310 kbps but most of the time it stays way under the 310 mark. i can not go on like this as i have to pay each month for this very poor service which you are now not fixing after many complaints to the coverage team. i ask what are they going to do and what will Mtn do as they i think don' care to much i am one and there is lots of other people paying them.
