24 Months Handset Instalment

Last month I upgraded my contract. I logged onto the Vodacom online service and discovered a 24 month handset instalment of R44 had been added onto my bill. The phone that I got was advertised as being free with the contract that I chose. On top of this the salesman did not mention this additional cost. What is going on here?
