Appalling service!

My sister upgraded her phone on 16 May (linked to my account). The phone is absolutely terrible and she requested to return it after 5 days. According to the CPA as well as the Vodaworld head office in midrand, goods are allowed to be returned within 7 days. She was spun stories about how the phone needs to be sent away and only then can they exchange it for another phone. Danie, the manager assured me that they know exactly what to put on the form when it is sent away to make sure that it comes back as damaged. When she gave the phone in the salesperson, Johan, who has a terrible attitude and just plain rude, assured my sister that he had spoken to the manager and there was no damage to the phone. Now they contact us to say that the phone cannot be exchanged as there are scratches on the screen.
Firstly, how do we not know that this was in the process of sending the phone away as Johan confirmed there was no damage. Secondly, when my sister wanted to purchase a cover and screen protector she was told that they are out of stock.
Please let me know when we can collect a new phone as requested else I will need to take this matter further.
