Paying for NO SERVICE

I pay a monthly contract yet have no signal on my iPhone EVER. My whats app and network is always down. I have to pay my contract every month but my phone never works. When anyone tries to call me my phone drops. This is at work (Bedfordview) and home (Greenstone) I want to cancel my contract and go to a different service supplier.
