New Phone never gets delivered

I decided to port to vodacom and order a new blackberry Z10 from the call centre on 27/03/13. I was told that delivery would take 2-3 weeks. After three weeks I started following up but no real feedback was forthcoming and I simply got passed on to some other person each time who would promise to get back to me but never does. It has now been nearly 2 Months and still no new phone. The only time I get feedback is when I innitiate a call to the call centre and I usually just get passed along. Nobody at Vodacom takes responcibility or seems to be committed to taking on this problem and solving it.
