Control Chat 100 - incorrect billing since Aug '12

I have three cell C control chat 100 contracts - great product for kids. The deal costs R100/month for which you receive 115min talk time 100 sms's. One can pay the BB biz connection from the R100/ month which reduces the talk time. The problem, since talking out the contracts, is that I have been charged for the sms's every month, which reduces the remaining talk time on the contract. I have been to the shop where the contracts were taken out - they cannot help, must call the call centre. I have phoned the call centre at least 4 times (have four reference numbers) -after holding for 40min, they understand and agree that there is a billing problem but cannot help. The problem must be must be escalated to the accounts department. It is not possible to be transferred to the accounts department. WHEN the accounts department phones and I cannot answer - the matter is deemed closed and the whole process repeats - crazy! It is concerning that the contracts I entered into have never been billed correctly since their commencement date. Furthermore, it is very difficult to speak to someone who can correct the error - email doesn't seem to be an option.
