Still No Samsung S4 Handset after PRE-ORDER

I PRE-ORDERED the Samsung S4 with Cell-C, and almost 2 Weeks later I still havent received the handset.
However I HAVE ALREADY SIGNED A CONTRACT!!! Every time I contact the store in Tygervalley to ask them when I am receiving my handset, they say the don't have any in stock.
When I called them this morning, they told me that they had handsets yesterday, but already sold out. What is the point of PRE-ORDERING then?
Now I'm told I have to wait until next week... THIS IS REALLY POOR SERVICE FROM CELL-C
