Shop hands ordered handset to someone else

I ordered a handset in the first week of November as part of the upgrade process for my current contract which was due for upgrade on 1 December 2013. In the week of 25 November, the Vodashop Mall@Reds confirmed (by Tjokkie the branch manager) that they have received the handset (White iPhone 5 32Gb). I was told by the manager that they'll keep the handset for me until I collect it. On 2 December, a week later and 1 day after upgrade is due, I was at the shop to collect the handset, only to be told by a sales consultant that my handset was given to someone else and that they only had a 48hr timeframe for keeping handsets before distributing to someone else. Conveniently, the shop manager who made the promise wasn't on the premises to explain himself.
Now I have to wait another 3 weeks on a waiting list for them to source a similar handset that took them 3 weeks to get in the first place. Why can't Vodacom make sure that the relevant handsets are available on the day that your upgrade is due after you've made the effort in ordering it, and just keep to their promises?
