6 Months later, my internet is still not fixed

I logged a complaint with Telkom regarding high pings my line on 19 November 2012. After months of them promising to "get back to me when the technician replies" multiple times I still don't have any indication of when my problem will be solved. What I've found is that my line is congested at the exchange but I still have absolutely no idea when this will be fixed. The only response I get from Telkom is the one stated above on which no one ever phones back. I've logged complaints with ICASA as well in hopes of bypassing the completely incompetent call center agents. I have requested to be put on a different switch/ rack at the exchange but no one knew what I was talking about when I requested it so this was never implemented.
