Billing for laptop they never gave me!!!

I applied for a laptop and was told i would receive a call informing me whether my application has been approved or not. I waited and no one got back to me. I then went to shop to enquire and the sales lady, Johanna, said she would get back to me before end of business day, and yes she did. She said your application has been approved and i will call you as soon the laptop gets delivered. A week later i enquire only to be told that they don't have it. I asked if i could wait until they have it and she said they can't seem to get it. I then said if that's the case i will not take any other product as i was only interested in the one you evidently cannot provide me with, therefore, can we please cancel the application? She said yes. I confirmed with her that i will not be billed for something i did not have (especially since it's mtn that was unable to deliver something they had advertised), she agreed. At the end of March 2013, i was billed for the same laptop i never received, i went to the shop to query this and was told it will be sorted out, she even gave me a reference number stating that she asked for me to be refunded. Instead, i was billed again this month!!! Please HELP!!!
