Laptop received without Software and no acces

I received my laptop 11/04/2013, informed Cell C on 12/04/2013 no software and product key received with laptop please assist, Cell C directed me to Microsoft, then to Compaq then to HP, after all fighting with all these suppliers all in vain all these supporting suppliers to Cell C says the software must assist the laptop, Cell C in return promise to collect laptop nothing has happen till to day 10/05/2013, several call centre agents handled my query with different ref no no collection has taken place, I haven't used the laptop, now i get billed for a laptop not used. Its a full month since i received the laptop no success of assistance from Cell C. help me not to take out a contract with them. services is extremely bad very bad. I plea to Cell C to collect the laptop as I cant use the laptop nothing works on the laptop.
