ADSL downgraded and no answer why!

I have been paying for a 4mb ADSL line for the past 5 months, be it the line only sync'ed at 2.9mb i was ok with it. Then my line happens to go down (for the 6th time in 3 months), a technician comes to resolve the "under ground" issue and my line now syncs at 1.8mb. The best part is, when Telkom phoned me to explain the drop in speed the only answer they can provide is "sorry sir, it must be a distance issue" BUT IT WAS FINE A WEEK AGO!!! Telkom need to catch a wake up and quick, your "buy some time" answers have run out. Also, please don't ask me to speak to a local technician working in a box on the road about when can we expect line upgrades. You as a company should know those answers, it's actually becoming a complete joke.
