Non existent service, and awful ADSL speeds

Good day, hope someone reads this. I opened my Cybersmart account last week, I got it up and running, one thing I noted was that my P2P speeds were EXTREMELY slow, and that when playing online games, (servers hosted in the UK) I got latency issues.
Here's a quick comparison:
Gaming:
My old VoX 4MB line:
Latency: 190ms
My Cybersmart 10MB line:
Latency: 17000-18000ms
P2P:
My old VoX 4MB line:
Latency: 350-400 kbps
My Cybersmart 10MB line:
Latency: /- 50 kbps
So in other words I was better off with my old ISP, which had less than half the bandwidth allocated to me.
So obviously I phones Cybersmart numerous times, waiting in queue multiple times where they never had a solution at all. Finally I got tired of the lack of service and decided to cancel my 5-7 day terrible experience with Cybersmart. Once I told support I was cancelling, he wanted to UPSELL ME!
What the, instead of fixing my current issue, you wanna upgrade my line?
Also, just using this line for 5-7 days, what will that cost me? Will they cancel my debit order?
I was also told by him over the line that because I have an uncapped 10 meg home line, I WILL be throttled?!
All in all worst experience with an ISP so far. :(
