Cancellation Of Contract

I have signed a 2 year membership with Virgin Active and have been trying to cancel this several times. I have written a letter giving 20 business days as per the consumer protection act howver, no one bothered calling me back and when i followed up, i was told it cannot be cancelled
They wanted me to pay 30% of the balance remaining on my contract which i refused to pay and chose to freeze my account for 6 months instead.
I have pointed out that no where in my contract does it state there is a penalty fee and I feel i should be able to cancel my membership if i choose to do so as per the consumer protection act
Please assist as this is extremely frustrating
