Unhelpful and no assistance to cancel contract

Have cancelled contract 4002100648 on the th7th Dec2012 . Virgin claims i must pay 30% of the remainder of the contract as per the consumer protection act 10% is a reasonable amount. Can Virgin show me on my contract where i signed to pay 30% in the event of cancellation. I am of the opinion that Virgin is dragging its feet to delay the cancellation of contracts
