Run around to resolve billing problem

I have been a member of the gym since 2011. Since June 2013, there has been a problem with the billing of my membership. My club membership gets billed, but my black tag membership does not. As a result, my access has been blocked, and I received an sms that my membership is in arrears.
I have made 12 phone calls, sent one e-mail to the Club Manager and Sales Manager, and have spoken to Jerome (who is supposed to be the person who can rectify the problem), and left one note for Jerome's attention. Jerome is either busy in 'meetings with Head Office' or 'Banking', or his PC is 'slow'. He has only called once to confirm my ID number, and has not had the courtesy to return my calls or give me an update ever since, neither has the Club Manager nor the Sales Manager.
Right now, I am paying for a membership but have no access to the gym due to a problem on their Billing System. This is rather pathetic, that I have to make so many calls to resolve a problem that exists on THEIR side. Ironically, these are the same people that I have to go through to cancel my membership.
