Dishonest - no service

I won an auction on 28/01 and 30/01/13 for 2 ice machines on Bid or Buy. Addresses were provided for delivery. After 2 weeks when the machines hadn't been delivered I enquired. 18/02 received a reply from Leon to say he had been out of town and the units will be dispatched.28/02 enquired again and was told he had been away again and will send the icemakers in the morning? 05/03-email requesting addresses again? On 12/03 Leon offered to refund - 18/03 said he would refund the money the following day? 22/03 said he would do the refund on 25/03? 26/03 emailed to say had done payment 3:30? 20/04-still not received refund. Does not answer cell number (081 7813823) or reply to emails [Email Removed]
