Promotion dates and validity

The promotion tag for the Colgate Sensitive Pro special on a 3 for the price of 2 basis reads that the special is valid until 20 October but when I reached the till I was told that the special is finished. Is this the method suppiers use to lure us into their stores thinking that we are buying stuff on special while we are actually paying the normal price of the items? I am very disappointed because if I had not asked the teller about the special I would have paid the full amount for the items.
