Advertising promotions without having had stock

Clicks is running a valentines promotion on Bulgary perfumes from 29.01.2014 until 14.02.2014, yet certain Bulgary perfumes on special have never even been available in the stores to start with and are therefore unavailable to be bought at the special price, even if it states "while stocks last". What a rip-off, first the product is advertised but when you want to purchase it, the stores never even had any stock to start with. Why put something on promotion that is not available, not even 1 in any store in the country? Are Clicks trying to get us to settle for something else?
