Bad Service: Not refunding MY MONEY

I bought a watch in January and paid with my credit card. The money got deducted twice from my account thus I paid double. I took my bank statements and slips and asked them to refund the second deduction. The staff in the shop cannot do anything without the manager and the manager is NEVER available. After phoning, going in to the shop twice, they actually called manager and she came in to do the refund on my card. It it now a week later since the refund and the money is still not in my account. After calling, feels like 500 times leaving messages for the manager I still had no call back. How bad is this, a complaining customer and not even the Manager/Owner takes any responsibility, just leaves everything with the shop attendant who has now authority to do anything. How can you run a Business??? How can it take 7 DAYS FOR A CREDIT CARD REFUND!!! I want answers!!! If the money is not in my account by this afternoon I will return the watch and you will pay me back in cash or I will take this further!!!
