Refund: 5% Surge Charge what nonsense is this

I purchased a tanzanite pendant as an anniversary gift for my wife from Shimansky canal walk branch in march, I told the consultant Vigy that sold it to me that it is only for the 25 of April and that I'm buying it in advance and that there might be a possibility that I would bring it back and asked if i could refund it, if it had to come to it, she said it would be ok as long as it was not used, all she would have to do is send away to analyse it and then do the refund. On the 26th of April I took the pendant back for a refund and they sent it away for analysis. She calls me back the and says we can proceed with the refund but there is a 5% surge charge, Which I found very upsetting as this was not disclosed with me upfront and when I bought it in.
When I asked what was this surge charge, I was told it was cost of the courier and getting a jeweller in to analyse it so that cost is past on to the consumer, what nonsense is this, do we as consumers tell them we want very the good we buy from them and they should carry the cost for it. I told Vigy if this was the case I would have never bought it in the 1st place.after speaking to her she couldn't remember telling me whether shedid
