The interesting take on getting a discount

I bought 2 skirts at Cotton On - one for myself, the other for my daughter. Unfortunately neither the style nor size suited me so I returned one. I was then told that as I had bought 2 skirts in the same range I had received a "2 for R250' "discount" - this without my knowledge as there had been no signage in the store to that effect, nor had the cashier mentioned that at the time of purchase. I was then told that I would not receive a full refund as a result of the 'special'. I received R71.99 and when I asked if it was 2 for R250 why I wasn't receiving half the money back I received some lame excuse about how that was the store policy on a 'special'. This to me is tantamount to as they were quite happy to take my money and give me a discount I wasn't aware of, but when I return the purchase in the same condition in which I bought it I do not receive an equal return.
Please explain this and why I was not made aware of the so-called discount. This experience has really turned me off this store.
