No response for my complaint

I have sent this complaint to netstar in the beginning of October but I did not get the response.

I have installed a tracker with Netstar on 21 June 2013 and when I tested the device for the 1st time it was not working until the device was replaced on 01 October 2013. And I was billed from 21 June 2013 until 30 September 2013 even though the device was not working as I have done many tests and it was never picked up.
My concern is that the past 3 months I paid for services that I did not receive and hence I need a refund or my account to be credited with total of R 577.90.(2013-07-01 R 239.88, 2013-08-01 R 169.01, 2013-09-01 R 169.01)
And again though the new device was re-installed, it started working on the 1st of October 2013 I only got 1 remote to arm and disarm and I was promised that the other remote will be synchronized when the agent is around my place of work and it is almost 3 weeks of waiting.

Today I just received an invoice for November without even addressing my complaint.
