Very VERY BAD Customer Care Service

Background:
I have called the call centre twice yesterday (06/11/2013), the first time waiting for 13 minutes before being cut off and the second time for 15 min before someone answered the call (A), she apparently could not help, then put me through to (B) for whom I also waited over 7 min. Apparently he could also not help me, and told me to call back again and speak to "fleets", THE STRANGE THING IS :- on the call regulator I did press Business/fleets when asked to do so, before waiting an unacceptable long time in both instances.( B) also assured me he will get someone to call me back. Just to make double sure of getting a response I also sent them an e-mail.
Now my problem stands as follows:
o Unacceptable long telephone waiting periods (and terrible music by the way)
o Untrained or unwilling call centre agents
o No response to e-mails
o No alternative method of contacting your establishment in case of administrative need/problem.
o As a member under a contract with your establishment I do not get ANY satisfactory service trying to contact you.
What can our Company do as we are under contract, and get NO joy when trying to contact this Establishment.
