WRONG CANCELLATION FEE

Cartrack has just asked me to pay a cancellation fee of R1700, after my car accident in November 2012.
My tracking solution sorted through my insurance, Isnt the insurance suppose to cover all costs since the vehicle was written off.? or are they scared to pursue the insurance and just go after defenceless consumers?
