Faulty Installation, no response, don't care

I am an existing Cartrack client and purchased a new Nissan X-Trail in December 2012, which i also wanted cartrack to be installed. The dealership in Lydenburg arranged for the installation of the cartrack device, before delivery.
When i received my new car i received an installation certificate from Cartrack, proving it has been installed. At the end of January i haven't received an invoice for my cartrack on the Nissan X-Trail and decided to contact them and ask why? Guess what... they could not find my vehicle on the system and the device has never worked or has never been activated. The call centre cannot test the device because it is not on their system.

The call centre advised that my unit will be tested on 11 Feb 2013, nothing has happened. To me issuing a installation certificate for a device not working and not letting the client know is. This installation certificate has been given to my insurance company as proof of a tracking device. So what happens if my car is, it can't be tracked and my insurance will not pay, because the tracking device never worked and is not even on the system.
Cartrack has disappointed me with there "We don't care" attitude.
