Cancellation of services - unable to contact

I previously had Cartrack as a tracking device, arranged through NIC Insurance Brokers. Service fee for the tracking was included in my insurance policy fe. Cartrack & NIC Brokers have an arrangement, I could not get insured if I did not take this tracking device. In June 2011 NIC informed me that due to the age of the vehicle, it was not mandatory to have the tracking device any longer. I informed NIC brokers to cancel the tracking service (I have all email correspondence & confirmation from NIC). The policy was amended-removing the Cartrack for the vehicle, effective 29 June 2011.Premium was changed (with removed tracking cost). The Cartrack payment for the vehicle was between NIC &Cartrack. Almost 2 yrs have passed and I received a call from Cartrack telling me that my account is in arrears. Since then I've received sms's & calls threatening me of legal action if I do not pay. I do not even know how much they claim I owe, I have not received an invoice. Ive tried a number of times to contact Cartrack to resolve the issue, the call centre is useless. I get transferred to voicemail, no response, or busy tone.
