Promise to pay out not honoured

My TopTV Dish was broken by baboons in Oct 2013. So I Stopped TopTV service for November. Was informed that I was R380 in credit. I decided to cancel my subscription.
I Phoned finance department on roundabout 20 Dec, I was promised to have the money paid out to me in ten working days.
After 10 days nothing. I Phoned again, this time I was told to wait 14 working days. I phoned again the 22 of Jan 2014 and helped by Mpo, she really tried her best but had to route me to the finance dept again. Every single time I ask for someone to call back but to no avail. Titus was supposed to phone me back three or four times. Today I was told that Christian will phone back, but I am still waiting. It has been more than 20 working days. I want someone from the company to phone me and give my money back! Hopefully someone will respond to this letter because Top Tv line managers don't know the meaning of phoning back
