Refund not made after 3 weeks

I pay my mothers DSTV account and have been for a few years now. In November I paid additonal funds to them by accident and have been struggling since November to have it refunded. Today I was told that I need to complete a form for bankinghdetails to be changed... AFTER 3 WEEKS??!??!?!
