Been waiting almost 4 months for deposit

I rented a house through Impact Estates and I vacated premises on 31 October 2012. I paid the deposit into their account and it is now more then 3 Months since I vacated the premises. This exceeds the 21 Working days allowed by the Rental Housing Act. I will allowed them a further 48 hours to pay the funds into my bank account. Failure to do so left me no other option to hand them over to my lawyers. My lawyers gave them a further 5 days to do the payment and they still have not responded.
