Ceiling with a hole

I bought a flat from a Remax agent. I came in for a viewing, and everything seemed okay. When the owner moved out, he removed the items he had mounted on the wall, leaving holes behind. Remax had these holes untidily patched, and there was now a hole in the bathroom ceiling, which was hidden when I came in for the viewing. This hole was created when they attempted to paint the ceiling, as I had asked them because there were water stains indicating a leak from upstairs.

I asked them to have it fixed, but they told me I would have to do it myself, which surprised me since I hadn't even moved in. As time passed, I insisted they needed to do it, as it was obvious their inspector did not do a thorough job. Now, the person in charge is giving me attitude, saying he's not supposed to fix it because the owner declared everything fine, which was a lie.

I'm not happy with the Remax company. They want me to talk to the person living above my flat to fix the leak in his bathroom and also fix mine. I don't know anyone; I just bought the flat. How am I supposed to do it myself when they were the ones who were supposed to sell the flat after a thorough inspection? The photos I have are for the walls and window handles for the ceiling I don't have.
