Poor service / no assistance/ false advertising

I have rented a property in Polokwane. The property was advertised with certain features, which when moving in do not work. A fault list was submitted and we are still waiting for the repairs to be done. The rental agency staff are arrogant, uncooperative with no will to assist.
We have consequently been billed for utilities which were not specified on the contract.
What was advertised and what we received are not the same and repairs as promised have not been concluded.
