Prejudice with online customers

I've been advertising for many years on Junkmail and paying for advertising for the sale of American Pitbull puppies on print and online (as trade advert), however each time I want to advertise, the policy around advertising changes and more rules apply. I called Tina Botha for a quote to advertise and she said that JunkMail now does not allow advertising of this breed on the website & I have to pay fo 1 wk print and they require breeder certificate, which i don't have a problem with, however when you go onto their website, there are lots of people advertising the same breed & as a private advertising, meaning that they are advertising for free. How-come these rules do not apply to these people? When I asked Tina about that, she said its a mistake, but how come these adverts past the moderation process to land up on the website, clearly someone is not doing their jobs or there is favoritism / nepotism / prejudice with certain advertisers and staff at Junk Mail publishing. Because a paying customer cannot get to advertise online but private advertising can for the same type of advertising.
