Not paying up

My husband and I, before moving in, hired a cleaning company to clean up the house, we are currently renting and that cost us R1300, which was approved by the estate agent. This happened in December of 2012.
It has now been over 8 months and we have seen no sign of the money spent. Realnet estate agents (Ms. Marinda Van As and Mr. Callie Louw) have been giving us the run around. Every time I call, if I ever do get them on the phone that is, they always have some excuse to give me as to why the money has not been transferred into my husband's account.
I have all the email correspondences and date and times of phone calls. I went to the extent of going to their offices to speak to them face to face. Every time it's the same story, "I'll get back to you by Friday". Fridays have come and gone, but there is no sign of our money.

This kind of unprofessional behavior is unacceptable.
