Hot Water at my Unit to be fixed for 2 months now

I have sent about a lot of mails and have called everyone to assist regarding Hot water at the premises i stay at. I was given a number of their manager but he was told that i have never been available for the handy man. That is. I have taken off days but when they come with another excuse. I really need help.
