David Law refuse to refund full deposit

In December 2012 my wife saw a Townhouse we wanted to rent, we contacted the agent David Law (CEO) of Conprop, We paid the deposit of R6300, no contract was signed. He promised the townhouse to us, everytime my wife contacted him there were excuses as to why we cannot move in, at some stage we decided to cancel and asked for our money back. After a couple of weeks, David refunded R4500 of the R6300 we paid, upon inquiry he said he will find out why and get back to us that is where it basically ended, it is now June 2013, we cancelled in February 2013 at this stage he is just ignoring any and all comunications from us. He sounds more like a artist than a property manager.
