Billing whilst I have a prepaid meter!

On the 6th March I phoned the call centre advising them that I am still receiving a bill every month with an estimate of -R1800pm but I had a prepaid electricity meter installed on the 29th of January already. COJ refused to install a preapid meter as my account needed to be R0.00. I paid up the full outstanding amount and the meter was installed on the 29 Jan 2013. I received a bill of R4000.00 in feb to which I was so horrified! I left it thinking they would rectify the error. On march the 6th a logged a query with the call centre asking them why I am still being billed an estimate when I have a prepaid meter??? I was then told that they will send it through to the relevant department to have the meter delinked and for my bill to be rectified. 7 weeks later and still nothing has happened! My bill is sitting on R9000.00 rand already! I went to the roodepoort offices twice already and both times I was turned away due to offline systems and them not knowing when the systems will go back on! Worst of all they tell you there is no contact number for the branch I'd have to call the call centre! Can somebody in COJ who actually knows what t hey are doing please fix this mess!!
