Damaged sidewalk for over a yea

The sidewalk outside my parents home in uitenhage has a massive hole with sewerage water seeping out of it running down the street. It was reported on numerous occasions and people have come out to look at it but nothing has been done for over a year now. They keep passing the buck and saying it is a different departments job. When contacting that department they refer us to another and so the cycle continues. Nobody takes responsibility and our complaints fall upon deaf ears. The UD (local newspaper) has even published the story but still nothing has been done about the problem.
