Waiting almost 2 years for unabridged certificate

I applied for a unabridged certificate 2012-06-01 for my son for his visa to travel with me to Australia. They told me it will take 3 Months. Because of that my son couldn't come along with me. After the 3 months i went back to Home Affairs and one of the people working just with children's birth certificates promised me he will phone me on Monday after making arrangements to get the certificate ready in Polokwane as that's were i stayed. i went to home affairs in Polokwane on Tuesday and they told me they can not help me as it was applied for in Tzaneen i need to go back there. In August i went back to Tzaneen and the person responsible for the certificates was out. i phoned twice a week to find out whats going on and no one answered the phone or was able to assist me. i managed to get hold of a 0800 number and inquired about the certificate. every time i phone they tell me its still at head office and i must phone back in a weeks time and they did attach a note saying its urgent. ive been phoning for the past 13 months with no luck they just say the same old thing. I need that certificate for the visa we planned another holiday oversees and wants my son to come along.
