Pothole Claim Feedback from Ekhurhuleni

I initially completed a pothole claim that resulted in severe tyre damages to my vehicle. The inital claim went to JRA (Johburg Roads Agency). Very good prompt service and responses. However, they advised that my claim falls within the East Rand area, and hence has to be logged with Ekhurhuleni. I contacted a Simon Z, to obtain forms which i completed promptly with all information required. I did a follow up call just to confirm all my documents has been received and the response from Simon was very irate in that he was very busy. I just needed confirmation that all my documents was received and not necessarily processed or even checked. I followed up with an email a few days later, and again was totally ignored, implying my claim was irrelevant or of no priority? I did NOT get that from JRA, but has mentioned their response and feedback was 100% best efforts from the relevant people.
