Please please help me

Im leaving for germany in 2weeks and desperately need an underbridge certificate for my daugter born in 1999.after unknowingly applying for the wrong form 3 months ago I immidiately applied for an underbridge certificate on the 21st of August '13.I have phoned more than 12 diffetrent numbers but nobody can tell me why the document is not ready yet. I was told that it would be ready this comming Friday after having posponed with a week allready. I need help in getting an underbridge certifice asap or I will loose all funds invested in the trip!! I leave for Germany the 9th.please please help me!!!
