Unabridged BIrth Certificate

I applied for an Unabridged Birth Certificate for my daughter on 10 August 2012. Now, almost 8 months later I have still not received the certificate and my daughter is due to leave for Europe on 31 March. I was told that it will take 6 weeks to 6 months. I have spoken to numerous people at the call centre and I have also sent mails to see if this could be resolves. Nobody seem to realise that you need this certificate to apply for a Schengen Visa.

The common response is: "We have sent an urgent request to ask for the document. Please call us again in 2/3 weeks time". I have even spoken to so called supervisors, but even that has made no difference. In January this year, I even e-mailed them all the documentation I have, marriage certificates, birth certificate, even a document from the hospital stating who her parents are. It has made no difference.

At one stage I was told the department is moving offices and nobody knows what the new phone numbers are. I actually dont know what to do anymore.
