No response to Customercare@tshwane

What is the use of a customercare email line when no one responds. For the last 8 months I have been trying to get detail info on my R&Tax account, no response, only to be handed over to debt collectors without notification. Whatever happened to Tshwane's promise of customer service and a city to be proud of???
