Paying a fee for no service

I am a new owner of a home at Hartenbos, in the Mosselbay Municipal area. I noticed that I pay a monthly Electricity Basic Fee of R203.84. When inquiring at the municipality I was informed that this fee is a Mosselbay Municipality rule that is implemented to all households using less than 400 electrical units monthly on both pre-paid and standard electricity accounts. This in essence means I am paying R203.84 for no service whatsoever, just because I don't purchase electricity. I am not to sure how democratically right this can be. Surely it is my right to purchase electricity when and how much I want. I also inquired from friends who have property all over SA and I cannot find one other municipality implementing such a ridiculous rule. I want this rule scraped and if not I want the Mosselbay Municipality to morally, legally and democratically substantiate this rule. I intend taking legal action in this matter and would file for refunds to all households as from date of implementing this rule.
