Selling Properety without Paying Old Acc

I bought standard bank property (Insolvency Department) & its transferring attorney made me pay R4800 saying that it will be used to open a new account when they pay & close the old one with the Municipality. Instead of paying the full amount of what the old account owe, they only pay a portion which allowed the transfer of property to take place, registration of the sell in the deeds office. The municipality recognises that the old A/C is not my responsability as long as the account is not paid and still open, it will keep cutting the electricity on the account of the old A/C owing. All my effort to get Standard Bank to deal with the problem remains to date unsuccefssull. They are asking me to get a lawyer to force the municipality to close the old account because they do not have fund for that as they keep telling me. Closing the old account is the seller responsabilty but the Bank does not care and it has become a nightmare for my family with the cutting of electricity and be obliged to pay an amount to the Municipality on the old account to get the electricity restored every month.
