Rude policeman too busy doing nothing to help me

On Saturday at roughly 3:30pm I went to the police station to report a phone and to blacklist the phone. I walked in and stood at the counter where a man was busy copying things from a piece of paper onto another. I waited patiently for about 5 minutes until the man took the time to look up at me, he then looked back down and asked me if he could help me. I explained the situation and he looked at me and mumbled something about an ITC number. I asked him to repeat it and he said that I needed an ITC number. I tried to ask more and to explain that my service provider told me that I needed a case number when I was rudely dismissed by this man. It was so sad to be treated this way by a policeman, who has a duty towards the public. It makes me so sad to know that my tax money is going for this. I honestly don't see the point in going to police stations anymore.
