Prepaid Meters Shoved down my throat

I recently received a letter / notice reflecting it being the second and final notice (even though i did not receive a first notice). I am being forced to install a prepaid meter for electricity. According to the Municipality i have no choice in the matter if I do not install the meter i will be left without electricity. I have never defaulted on my bill or paid late. I find it hard to believe that without (to best of my knowledge) any negotiation with the community the municipality can enforce a decision of this magnitude. Is this the manner in which local Government operates democratically? Is this the the Ubuntu principles of Consultation, Transparency and redress? I have friends who have prepaid meters and their experience are less than favourable. Having a post paid meter is convenient for me. Because the municipality can not manage the process of reading meters it NOW becomes the problem of the community this is not fair or just in any manner. Furthermore the service provider chosen "AURECON" only works from 8AM to 4PM Monday to Friday, this now becomes my problem as well because they are unable to accommodate persons that work from 7AM to 5PM Monday to Friday.
